In its first cabinet meeting, Prime Minister Balendra (Balen) Shah led Rastriya Swatantra Party government has released a comprehensive 100-point governance reform agenda.
The agenda focuses on administrative restructuring, anti-corruption drives, digital service delivery, justice for Gen Z protest victims, and depoliticizing bureaucracy.
Key immediate decisions include forming a high-level inquiry committee within one week for the September 9, 2025 incidents(Second day of Gen-Z movement) and another high level powerful investigation committee within 15 days to probe dishonestly earned wealth of political leaders and officials since 1990.
It also plans to reduce the number of federal ministries, modernize postal services for doorstep document delivery, enforcing time-bound and truly decentralized governance to rebuild public trust.
Top 10 Key Highlights of 100 days action plan:
1. Result-Based Governance: Government work will be measured by results, deadlines, and accountability (each ministry must show progress).
2. Reduction of Ministries: Total ministries will be reduced to 17 to cut unnecessary costs and improve efficiency.
3. Digital Government System: Major services (citizenship, passport, license, ID) will become fully digital, fast, and trackable.
4. One-Time Data Use: Citizens will submit personal data only once, and all government offices will reuse it.
5. Anti-Corruption Drive: A powerful asset investigation committee will check wealth of politicians and officials (from past years too).
6. End Political Interference: Government staff (teachers, civil servants) must stay politically neutral, and unions will be removed.
7. Citizen Service Centers: Easy access service centers in cities, open at least 12 hours daily.
8. Project & Infrastructure Reform: Fast-track system to complete delayed projects and reduce cost overruns.
9. Private Sector & Investment Boost: One-door system for business, faster approvals, start-up support, and better investment environment.
10. Free & Affordable Healthcare: At least 10% hospital beds free for poor citizens + cheaper medicines nationwide.
